Connecticut's sole remaining medical-only cannabis dispensary, Bluepoint Wellness, plans to relocate within Westport after repeated rejections of its recreational sales bid. This move signals the potential end of dedicated medical marijuana outlets in the state, as zoning barriers force a pivot toward hybrid operations in a new town. The shift underscores tensions between local control and the evolving cannabis market legalized for adult use in 2021.
Zoning Battles Block Westport Expansion
Westport's Planning and Zoning Commission has denied Bluepoint's requests to sell recreational products, citing traffic concerns after the town amended its zoning code in 2021 to bar such businesses. Opened in late 2019, Bluepoint has operated exclusively for medical patients, distinguishing it from peers that transitioned to hybrid models. Co-founder Nick Tamborrino highlighted the frustration in 2023, noting daily turnaways of local residents seeking recreational items. In response, the company launched Venu Flower Collective, a recreational store 50 miles away in Middletown, while shifting its medical dispensary to a temporary Westport site for 18 to 24 months.
Medical Market Contracts Under Recreational Pressure
Recreational sales launched in 2023 have reshaped Connecticut's cannabis landscape, with 61 licensed stores now operating and 29 offering both medical and adult-use products. Medical patient numbers dropped from nearly 49,000 to under 32,000, reflecting easier access to recreational outlets. Annual medical sales fell $21 million in 2025, with transactions declining from 2.6 million in 2024 to 2.2 million. Fine Fettle chief operating officer Ben Zachs observed that sustaining medical-only stores grows increasingly challenging amid these trends.
Patient Decline Signals Broader Access Shifts
State cannabis ombudsman Erin Gorman Kirk points to high prices, inconsistent quality, and limited variety as factors driving patients away, especially when neighboring Massachusetts and Rhode Island offer more options. Without zoning updates, Bluepoint's Westport relocation could eliminate Connecticut's last medical-only dispensary, pushing all operations toward hybrids. This evolution prioritizes market efficiency but raises questions about specialized access for patients reliant on medical cannabis for health conditions.
