On July 14, officials unanimously approved a special land use request for the property at 1066 E. M-36, previously zoned for secondary business. This move advances QPS Michigan Holdings LLC's plans amid a tight local licensing market dominated by one existing operator.

Swift Approval Amid Limited Debate

Councilmembers present at the meeting granted the request with conditions, absent only Rob Coppersmith. No public discussion preceded the vote, reflecting straightforward compliance with zoning requirements. The site, once serving Putnam Township as a fire station, now stands poised for interior renovations that include removing a lean-to carport and the eastern driveway approach from M-36, alongside added parking spaces.

C3 Industries Enters Competitive Local Landscape

QPS operates under C3 Industries, an Ann Arbor-based firm with over 30 stores across six states. Company representative Bob Phillips presented to the council, noting six years in Michigan and 10 retail locations statewide. Their 2021 bid for Pinckney's sole available license fell short to rival applicant The Means Project, which scored higher in evaluations.

Uncertain Fate of Village's Sole Licensee

Pinckney holds just one active adult-use marijuana retailer license, controlled by The Means Project at a former elementary school site. Granted permits in 2021 with 2024 extensions, the project stalls with construction halted and the $2.95 million property listed for sale. Village President Jeff Buerman plans a letter urging action as renewal nears in August; the Planning Commission already recommended revoking its approvals in April. Non-renewal could free the license for QPS or others, reshaping Pinckney's cannabis access.
